Yes, refined coal tar sealants are safe. There has been some confusion over this issue on asphalt sealing ever since occupational safety agencies questioned the safety of unrefined coke oven tar several decades ago. Added to the common knowledge that coal miners often develop respiratory diseases from years of inhaling coal dust and that burning coal can be detrimental to air quality, the issue of coke oven tar seemed to reinforce the negative image of coal held by many. However, comparing refined coal tar is a totally different product, so any comparisons would be between apples, oranges and pears.
In study after study, tests have shown that the public is at no risk of dangerous inhalation exposure from refined coal tar sealants. Furthermore, refined coal tar sealants do not appear on the list of carcinogenics published by either the EPA or OSHA.
The safety of coal tar sealants was confirmed in multiple tests on both “wet” and fully cured surfaces, and neither condition registered airborne emission risks. It did not matter which application method was used. Studies also found that occupational risks from airborne emissions emanating from refined coal tar sealants were insignificant, based on the standards for occupational health. The product is so safe that workers need only take minimal precautions of the type used for any liquid material.
